Due to the continued concerns and in an effort to help mitigate the spread of COVID-19, I, Mayor Thomas J. Kedley, do hereby declare another Emergency Proclamation for the city of Osceola, IA.

We’re not through this pandemic yet and we cannot let down our guard until we make it through the vaccine finish line of herd immunity.

I strongly encourage that all continue to practice good hygiene, social distancing and wearing a mask/face covering.

Do your part to fight COVID-19, wear a mask and get vaccinated!

EMERGENCY PROCLAMATION 2021-1

WHEREAS, the World Health Organization has reported an outbreak of thousands of cases of Novel Coronavirus 2019 (COVID-19) in multiple countries, causing illness and deaths; and

WHEREAS, on January 31, 2020, the United States Department of Health and Human Services declared a national public health emergency; and

WHEREAS, on October 22, 2020, the City of Osceola passed Ordinance 627 requiring that all residents age 3 and above wear a face covering when inside public facilities; and

WHEREAS, on November 17, 2020, the Governor Reynolds issued a Proclamation of Disaster Emergency requiring the use of face coverings consistent with Ordinance 627; and

WHEREAS, on Ordinance 627 expired on 12/31/2020 with the understanding that Governor Reynold’s proclamation would continue to be in effect and enforced through the duration of the COVID-19 pandemic; and

WHEREAS, on February 7, 2020, Governor Reynolds lifted the requirements for face coverings; and

WHEREAS, on March 17, 2020, the Mayor issued Emergency Proclamation 2020-1 declaring that a state of emergency or public danger exists within the City of Osceola because of the threat of the spread of the COVID-19 virus; and

WHEREAS, as CDC and Public Health continue to advocate for face coverings to be worn in public places and spaces; and

WHEREAS, Section 15.02(2) of the Code of Ordinances of the City of Osceola and Section 327.14(2) of the Code of Iowa (2019) grant the Mayor powers to declare and emergency and govern through proclamation to protect the health and safety of the citizens of Osceola.

NOW, THEREFORE, I Thomas J. Kedley, the duly elected Mayor of the City of Osceola, Iowa, do hereby proclaim until further notice the following:

  1. Effective immediately upon my signature, and continuing through March 31.2021 unless otherwise amended, all people three or older must wear a mask or other face covering when inside any City owned indoor spaces that are open to the public. This requirement does not apply to the following:
  2. Persons younger than three (3) years of age.
  3. Anyone who has a medical condition causing difficultly of breathing or is on oxygen therapy or a ventilator.
  4. Anyone who has been advised by a medical or behavior health professional not to wear face coverings.
  5. Anyone actively engaged in a public safety role, including but not limited to law enforcement, firefighters, or emergency medical personnel.

FURTHERMORE, attendance at public meetings in City facilities shall be limited to ensure six feet of social distancing can be maintained at all times.

AND FURTHERMORE, I strongly recommend the City Council of City of Osceola amend Ordinance 627 and extend its enforcement through March 31,2021.
