The Clarke County Development corporation (CCDC) offers a variety of grant programs to meet local non-profit’s needs.
The primary funding program available through the CCDC can be found in the NEXUS Funding Program.
The CCDC NEXUS Funding Program is a package of grant or funding solutions dedicated to supporting local and regional nonprofit 501(c)(3) organizations and qualifying municipality and (TSE) organizations as they act on their commitments to service, growth, and prosperity for our community. The NEXUS Funding Program serves as a strategic and financial catalyst for economic and community development across Clarke County, Iowa.
CCDC is the qualified sponsoring Iowa not-for-profit organization (QSO) and holds the gaming license for Lakeside Hotel and Casino at West Lake in Osceola, Iowa. In accordance with their operating agreement with Lakeside Hotel and Casino, and in compliance with the Iowa Racing and Gaming Commission (IRGC), the CCDC receives funding from Lakeside Hotel and Casino to allocate monthly through a CCDC grant awarding program.
CCDC’s funding policy states that funds are designated for charitable giving and must be distributed to qualifying 501(c)(3) or equivalent tax-exempt organizations that serve the residents of Clarke County, Iowa. Eligible organizations may include those with educational, civic, public, charitable, patriotic, or religious purposes.

Horizon Grant – Grants from $99,999 and up — Substantive funding focused on visionary, future-forward projects that expand community development and economic opportunity. Spark Grant – Grants from $501.00 to $99,998 — Microgrant dedicated to smaller or early-stage funding for grassroots community programs and/or projects. Community Donation – $500 capped monthly micro-donations focused on meeting smaller needs of community nonprofits and organizations served by the CCDC (2 donations available each month). Deprecated Programs (to be phased out after current applicants have been processed):
- Pillars Grant Program: The Pillars Grant Program will be phased out after the current applicants have been processed. All future grant requests will be processed through the NEXUS Funding Program. The Pillars Grant is a matching funds grant for local 501 (c)(3) organizations. Applications are considered on a monthly basis. It is recommended that applicants contact CCDC to confirm the eligibility of the grant prior to submission.
- Paint the Town Red Demolition Grant: The Paint the Town Red Program will be phased out after the current applicants have been processed. All future demolition grant requests will be processed through a Spark Grant with a limit set of $5,000. The Paint the Town Red Demolition Grant grant is available to owners of properties for the purpose of demolition. Residential, rental and commercial properties located in Clarke County are eligible.
